The road ministry told the Lok Sabha on 16 March 2023 that the agency for this stretch was Shamlaji Expressway Private Limited and that Rs 1,191.29 crore of a Rs 1,361 crore work value had been spent, with completion targeted for June 2023; the SPV's parent is not named in that reply. An NHAI project list published by DeshGujarat in June 2025 names the hybrid-annuity concessionaire as Chetak Enterprises Pvt Limited, with an appointed date of 2 January 2019, a scheduled completion of 1 January 2021 and 83.84% financial progress. NHAI's 2024-25 award list shows the balance work and pre-monsoon maintenance being let separately, the latter described as at the risk and cost of the existing concessionaire. Multi Media Consultants lists the project among its design assignments.
