Five EPC packages under the Gujarat R&B national highway division. Sadbhav Engineering told the stock exchange on 1 September 2017 that it was the lowest bidder for Bagodara–Limbdi (43 km, Rs 504 crore) and Sayla–Bamanbore (38.14 km, Rs 396 crore), each with a two-year construction period. The Times of India, citing RTI replies, reported on 30 January 2023 that the Rajkot–Bamanbore and Limbdi–Sayla sections were assigned to Varaha Infra Ltd, that the department said the two contractors holding four sections had defaulted with only 40–50% of work done against a January 2020 deadline, and that it issued Sadbhav a notice of intention to terminate on 21 December 2022 after allowing a sub-contracting arrangement in July 2022. A later official grievance reply, reported by the same paper in August 2023, instead attributed the delay to forest permissions, utility and religious-structure shifting and the pandemic. The contractor for Ahmedabad–Bagodara (Package 1) is not named in the sources read. The start year is inferred from the 730-day contract period and January 2020 deadline. The R&B site showed Package 1 (km 16–56, Rs 485.96 crore) at 97.94% and Package 5 Rajkot–Bamanbore (Rs 488.44 crore) at 83.03% physical progress as on 24 December 2025. In March 2025 the state told the Assembly that 193 of 197 km in phase one was physically complete and that total spending would be Rs 3,350 crore; the Centre in July 2025 put the combined contract value at over Rs 2,100 crore.
